cum_inside is not a valid tag. the correct tags are the cum_in_* tags. in the case of this pic, the proper tags are cum_in_mouth and cum_in_pussy.

That's been the rule here for the longest time. people keep using it wrong is why it's still seen. Also Gelbooru doesn't base it's tagging policies on other sites.
