See the other Hand down at Fran's Jacket? x3 I guess, the Hand on Veronica's Head is the same as the one with the Injection-Tool - one of Fran's Hands of the Extra-Arms she can install on herself...

Fran can stitch her own head back onto her shoulders, has taken Veronica to pieces and put her back together, and built her a whole new body at least once.
