Neptune doesn't really care about her boobage levels.
She even told Blanc in Re;birth 2 that if she wants boobs she can just go HDD and get them.
In the manga, she got tired of Vert using her boobs to tempt Nepgear and went HDD and told Nepgear that if she ever wanted to nuzzle some breasts to just tell her.
Plus Adult Neptune proves that Neptune is in a teenage body and if she grew into adulthood that she'd look exactly like Purple Heart.
...What's that say about poor Blanc then? XD
