That's Mei Narusegawa, Naru's stepsister. She was one of many characters made up for the anime version (along with Kentaro and Moe... blehhhh, the manga is so much better...), but the only one who actually just barely made it into the manga- sort of. In volume 14 in the ending chapters (before the epilogue) Naru mentions her, and she can be seen in a very zoomed-out shot in one panel in the epilogue.

She has a striking resemblance to Mei (...whose surname I'm not sure was ever given? So maybe it's actually her...?) in Negima, who is a minor recurring character. I guess Ken Akamatsu really liked her.
