Not a Khezu Whelpling, it's a Giggi, from Monster Hunter Tri. That's the MH3 Leather armor, they jump at you and latch on like that, and she's carrying a torch!

There's some weird thing with the torch where I guess the light is blocked by uneven flooring or something and sometimes the giggis will act like you don't even have it.
