1) She has a blindfold because she is in fact blind and uses it to hide the fact that her scarred eyes look dead. Much the same reason that blind people in real life often wear sunglasses, as the unmoving eternally staring eyes gets creepy.
2) She wears outfits ordained by whatever gods/goddesses that she serves. It is not like she even knows what it looks like anyways since she is blind. Note that the outfits she wears are primarily ceremonial in nature made easy to move in. Even Priestess was put in a rather revealing outfit as ordained by her faith which is the Earth Mother for a harvest blessing ceremony.
