Oh, that's not the issue. Sakurai himself stated that he WANTED Mai to be in the game, censorship free, but CERO put the smack down and said if he wanted Mai in Smash Ultimate they need to bump up the rating. Nintendo doesn't want the age rating to go up, so Sakuari has no choice but to denie her entry in the game.

Bayonetta is not solely defined by her sex appeal unlike Mai Shiranui. Bayonetta was toned down and while Mai is popular, she is not the face off SNK.
