She was kind of hostile and judgmental at Videl for just showing up at their house. She could be overprotective over her little boy like with his studies and feel him slipping away or maybe Videl and Gohan are doing premarital stuff and Chi-Chi being very old-fashioned and traditional is opposed to it.
