It's the symbol for "go" so it's saying "gogogogogo..." Probably a sound effect, but I have no idea what sound it's supposed to represent.

That's the Midnight-Blissed/Genderswapped version of Goenitz, often called Goenitz-ko. Goenitz was a boss from a previous King of Fighters series.

Its sort of debatable if it really applies though, as some fans consider Goeniko to be her own character, rather than just a genderswapped Goenitz.
