I'm not a fan of the finbra anyway, and wish more fanartists dropped it. (Also, if I'd drawn this one, I'd have totally had Saria in the adult lineup to though naturally looking exactly the same.)

It could be that zora are mammals like dolphins. In that case it would make sense that they still retain mammalian features like breasts (and arms and legs etc).
While they do lay eggs this does not disqualify them from being mammals. Echidnas also lay eggs, for example.
