Actually two condoms on at the same time is a very bad idea as the friction will either cause them both to break or they may both slip off easier.

Anon2 is correct. Not that anyone would ever want to use 2 condoms at once in the first place, but some pharmaceutical company decided to run a study on that anyway before they realized how unlikely it was that anyone would ever want to try that (even if it did work, what could you feel anymore through all that latex?).
