It's a meaningless tag on Gelbooru - it's just auto-added when the bots mirror something from Danbooru. On Danbooru, it refers to artists who request their work not be reuploaded to that host. So the artist didn't do anything to get themselves banned, apart from requesting their stuff not be there. No idea how well it's enforced though.
