It's Snow Godzilla from "Shinkansen Henkei Robo Shinkalion The Movie: The Marvelous Fast Alfa-x That Comes From The Future". And in the manga adaptation they replace Godzilla with a generic monster.

Man Toho really just does not seem to know how to hand Godzilla to in order to have a good Godzilla anime. Hoping Gamera has better luck. The amount of dumb decisions made when making a Godzilla anime or video game are baffling stupid.
