That is actually supposed to be part of "Caeldori"/Matoi's [her daughter's] outfit that she wants Anna to wear... but Matoi resembles Cordelia so heavily, it can still be said that Severa is deeply down bad for her.

All this really needs are the real Cordelia & Matoi both "accidentally" happening upon this, and joining in. <3
