Brock was being a good friend, refusing to hit on Misty and instead hit on every other women they come across giving Ash a chance.
Ash did check her out once where he's eating in a dinner as she walks by but never gain the courage to make the move, or maybe he enjoyed the view but didn't want to pressure a relationship till after he became a Pokemon Master. Too late now.
