And yeah, the fact that the Megaman series even bothers to differentiate between male and female robots makes it pretty clear that the girls likely have functional bits. Especially in the case of Reploids, which have fully developed independent personalities and are therefore far more than just a 'sexbot'. More like legitmate robot girlfriend.

Simple. Robots/Reploids were made by humans to look like humans, who two genders. So in order to tell the two robot genders apart, it's either female's have breast or males have dicks.
And not too many people would like seeing X's and Sigma's metal dongs flapping around constantly.
