No. Kelpie is Effie's brother. He is in Zarudin with Arneng and Belita in G8.

Good thing the Author made the hair stand out (Like Kelpie's does), or there would have been mass confusion.

Go to the wiki on mabinogiworld and compare the picture of Effie and Kelpie.
