Looking at this picture, I'm reminded of Miyake Shinobu from Urusei Yatsura. Anyone else get that? I'm not sure enough.

It's looks a lot like Shinobu for me, so I'll go ahead and tag it. Toweringman's site is down due to self-pity, so it's not like I can double-check or anything.
