I dunno where Rhea’s measurements are coming from but If Heroes is anything to go by Rhea is bigger than Byleth or at least tied with her.

The values aren't 100% accurate, they only count for their base outfit apparently.
If you class change Catherine to a Falcon Knight for example, you'll notice that without her armor on, she's the same size as Manuela.
