Oda said that he'd like to do a robotor/cyborg manga, and this is just some drawing he made because of it. The similarities to Nami are purely because of his style. If you look at any of his previous works, you'll probably find a female character looking like Nami, just like the male main characters will always resemble Luffy or Zorro.
