Actually,in some descriptions of Arcanine on the pokedex,is mentioned as a legendary pokemon...Also don´t know why...

Arcanine has the highest non-legendary stats in the franchise, and a little bit better than the weakest of legendaries. It is also incredibly rare, not found in the wild, and even its first form can only be found in Pokemon red, and none of the other 18 games since.

Stats and rarity make it an honorary legendary.

If I'm reading it properly, the top says
okoruna ?? ga kuruzo kanashimuna ?? ga chikaduite kuruzo yorokobu koto tanoshima

And the bottom says
koto atarimae no seikatsu sorega shiawase sousureba ?? sama no shukufuku ga aru

I'm not quite sure if that's actually real Japanese or not, never mind what it says (can words end with ae in Japanese?)
