The birthmark is too strong! (yes I know it's Impa and not Paya, they shouldn't have made them look so much alike.)

They weren't planning on making a prequel yet back then, but it WAS stated in BotW that Impa looked like Paya when she was younger. Considering that they did make new designs for another characters like Purah and Robbie, Impa looking like Paya seems to just be for lore consistency. They'd have to make new animations either way, so it's not like it saved them that much time
