It's either one of the many pics saved from his (dead) older site and not uploaded until now, or newer art than he's put on that potentially-abandoned DeviantArt page.

If the former, does the uploader have any others, and if the latter, where's his new site?

Either way this needs the artist tag "amiba00", which already has a few pages of stuff here.
