K999 is not a rip off, I think SNK made it look like Tetsuo as a tribute to the amazing Akira movie in some way...

K9999 is a tribute. SNK Playmore blew most of their budget on 2k1 because they felt they could flex some fighting game muscle and get the rights to use Testuo's likeness. They even hired the same voice actor to play the part.
