Technically, mana is restored by living. Servants aren't, so you need to transfer it to them. Sex is one method that is relatively simple.

And it was only necessary because Shirou sucked at summoning/having enough power.

Actually, considering who he got to sleep with because of it, I'd say it was much better than having summoned Saber properly/not require aid from Rin.
