Other way around. The top and bottom things would be neutron reflectors, made of beryllium. When the core is fully enclosed, they reflect all the outgoing neutrons back, which makes the core go supercritical. See en.wikipedia.org/wiki/Demon_core

If left to fission, the core and assembly would quickly heat up and melt. As they melted so they were no longer spherical, they would fall back below the criticality threshold and the fission reactions would stop. Recovery and disposal of the bodies would be a challenge since the bodies and everything else in the room would become radioactive from neutron activation. Though if you're evil you can just leave them there I guess. It should go without saying this would be a ridiculously wasteful way to kill people.
