technicaly Koby is not an ally either. he may respect Luffy but he is a Marine and they are still enemies. Kinda like Garp and Dragon or Sengoku and Shanks

None of the strawhats actually met calgara and norland, theyre still on there. its not a list of people they've met, its a list of semi-important characters in the show. The filler guy from that one episode in alabasta and the mayor from luffy's town at the end are a bit confusing though...
