This is a commemoration of the 200th anniversary in 1997 when the oldest commissioned warship still in service in the world set sail under her own power. In the background you see the modern skyline of Charlestown Navy Yard, at one end of Boston's Freedom Trail.
Like the Blue Angels, the 60 officers and crew assigned to her demonstrate to the public the history and prestige of our nation's navy.
I believe the real ship flew a 14 star flag for the occasion.
