Actually Falkner can be rebattled with diferent and much higher leveled pokemon, and the same goes for Janine.
Would be an interesting match, but we all know the battle will end with them ending up as a couple. That's just how anime works...(-_-)'

I always theoried that leaders only use pokemon equivalent to the trainer's level during a gym battle, but hide their best pokemon. If that's not the case then Falkner's fucked.
