Bean Man, you do realize that Toga's a shapeshifter, right? At a guess I'd say she's the one with the remote, but she's freaky enough to be either one, honestly, and unless the storyline did a LOT of weird things after I stopped caring about it Uraraka's out of character as either participant no matter what so it's honestly anyone's guess. She'd be closer to in-character as the one who's tied up though, that's for sure.
