Um, are you sure about that? Because Toga is always flat-chested in their art, I'm pretty sure it's a genderbend and not futa. Look at the one that they did of Toga dressed in a police uniform, that's just straight-up a guy, not futa.

Toga is canonically a pretty flatchested girl is it is pretty had to tell. Considering that the artist has made other characters futanari and not genderswaps I am leaning towards it being the case.
