He deserves a medal. Not only did he prevent himself from becoming a happy meal while on duty he helped Rebecca prevent a horrible outbreak.
As for Rebecca she stopped a train with Billy's help, destroy if not all infected people and formally living creature in a mansion and then called in that Billy died.
I believe she deserves a break from the force. Only justified.
