I cannot for the life of me find this "Tongkkangi streamer" Anywhere on the internet. I thought maybe its Korean so I tried to translate it but got nothing of use either. How is this character related to twitch at all? Is streaming just the characters hobby/job? At any rate he's at least sexy.

Found them.... After some extensive searching around on Pixiv I found a correct name that is 통깡이 and searching that on Twitch immediately got the channel.
