It's not futanari. You can clearly see Momo's so-called penis is a bright pink rather than a natural color and if the artist was the type to draw penises in odd colors like is found in some hentai anime than Rito's penis would also be pink but you can clearly see that it is flesh-colored. Because of this i have removed the "futa on female" and "futanari" tags since they obviously don't apply

Knowing Momo, I would think that she'd be more interested in letting Rito dominate her than the other way around. Her entire objective is to create a harem so that Rito can marry Lala and still have all the other girls. She herself will be part of that harem as one of Rito's many slaves, a fact which she daydreams about several times in the Darkness manga.
So that's why the blindfold makes no sense. The rest of it, however, can be easily explained. Knowing Rito's personality, Momo would have to force him to have sex with anyone, and knowing Nana's personality, she'd never admit to feelings for Rito without being forced to. Rito's tied up so he can't push them off. Nana's tied up so she can't move her arms without choking herself (Taking notes on that one).
Not sure why Momo is dildoing her sister, though.
