yeh i have to agree, most milotics are big. but then again, bittenhard draws his milotic to be of about double the length of her trainer, but gardevior (plural) in general, are quite tall.

but like anon1 said, it doesn't take anything away from the fact that this pic is stunning, serene, and peaceful.

Maybe its just a small Milotic, after all, they've had quite a few odd sized Pokemon appear in both the anime & the manga.
