You can appreciate skin being shown or some sex appeal without harassing someone or being a creep towards them. Someone wanting to feel sexy is not an invitation to be a dick to them.

I shouldn't have to say this, it should be common sense but some people (READ: a lot) need to be reminded of this constantly.
