Specifically Japan. They have to censor anything related to the vagina/penis as a law. I have never looked at the law myself, but I don't think there is a part the states how much has to be censored.

actually, i think the law does state a minimum amount, and some artists scrape by with that minimum, others dont take the chance its not enough.

According to the Criminal Code of Japan, it is technically illegal to publish any material considered indecent. It's a dated and mostly desuetude law, but a law regardless.

In order to avoid any possibility of being incriminated, artists censor their pornography. How much the censor actually covers is completely negligible. As long as there is a censor bar, it loopholes the law.

This is why you see pointless censors in Japanese smut.
