Apparently, there are really people like this. One girl got into trouble for humping some vegetables at the supermarket and then putting the contaminated food back on the shelf (caught due to a security camera). AFAIK, it was treated as a serious crime (in some countries poisoning food is a separate crime). Others clearly like to stretch themselves as far as possible and again, I'm sure that public items have been victimized...
