Those are the folds ("rugae") of the scrotum. Directly under the skin of the scrotum is the dartos, which is smooth muscle that's responsible for pulling on the skin and producing that. When the testes retract toward the body the skin and rest of the scrotum come along.
It looks weird because this is a lower-quality JPG. Higher compression level produces more image artifacting, especially in regions with high levels of detail. Such as stuff with lots of folds and wrinkles. If you zoom way in you can see artifacting all over the image.
