Actually Anon 2, it IS Honchkrow. It says Pokemon 403, therefore, it's Honchkrow.

It's a Typhlosion. The fiery frill around his coat was my first clue. The color scheme of his clothing was the second.

@anon saying it's typhlosion, it has honchkrow's frill too, AND honchkrow's hat/hair frill, AND honchkrow's colors. The only color I'd fix were the boots, to make them black, but I'm sure the artist didn't give a fuck about changing the boots from brown to black. oh AND it says the pokemon number. Typholosion's number isn't even anywhere near 400. I should also mention that typhlosion's flames are on its shoulders, not on the tail
