It's 16-bit on 32-bit, with sprite proportions askewed. For the record, this isn't futa, as the dick isn't attached to kira. You can do this to a blob, and get the same dick, which means that it's coming out of mai's chest, so maybe it is futa, but only if you count chest-dicks.

That's not Mai, it's an (original?) Mugen character named Kyouko who transforms into other characters for some of her attacks. The reason the dick is pixelated is because it's part of one of Kyouko's attacks, where she stabs the opponent with a giant syringe to make them grow a dick, and then transforms into Mai and gives them paizuri. The dick is supposed to be the opponent's dick, but it's part of Kyouko's spritesheet, and the maker of the character couldn't very well make a different dick sprite for every sprite style of every single Mugen character that exists.
