So the gist here is that she's not really one of the Tamamo nine. She's a nature spirit that manifested as a result of the wrath and hatred of animals persecuted and hurt by humanity, who chose to manifest in Tamamo's saint graph. So she looks like her, but she is something else entirely. And I think the reason is because Tamamo is a potential Beast 4 candidate (multiple individuals can become a Beast class, so while Fou should be Beast 4, Tamamo also has the potential to become that number of Beast, just in case that needs some elaboration, it's a bit like the Grand Servant system, in a way). I hope that clears that up, she basically calls herself an isekai'd Tamamo.
