Anon, it's called stupidity, and it's keeping mankind in a very low profile.

Why a penis is censored and not, say, an ear, is something I still can't understand.

For maybe the 19 millionth time on this website alone: it's a Japanese law to censor (in any way, be it a mosaic, a bar, mist/steam or some chibi sticker) any sexual organ displayed. Usually by censoring the clitoris, vaginal entrance, a full mosaic or a bar over the base of the head of a penis.
