@Dark_fayt20: Because loli looking chars are forbidden on a lot of hentai sites. Thus in order to prevent a site from uploading your pic they increase bust size of the flatter chars.

I only wished Levy's chest was as round as Virgo and Lucy's :/

@Anon7 : Levy still had big breasts at the beginning of the anime, during a few episodes. Best example is in episode 2 when Makarov is doing his speech.
