Not quite. These statues are not real statues at all. They have been petrified by the female Rocket Elite Scirt.
Only Jirachi can undo petrification.

Celebi can undo petrification! Celebi can undo DEATH, I'm pretty sure she can do petrification. But Celebi had vacation plans after Ruby/Sapphire, so Jirachi had to do it. And Anon1 isn't necessarily wrong. They actually are THE HEROES of our times.

Actually Mewtwo, along with the five heros stopped Scirt from using some beam weapon that would have captured Deoxys, which turned the five into statues and caused Mewtwo to be MIA
