This drove me nuts when I was first playing Sonic 2. First I would focus on just getting enough rings with Sonic to not have to worry about Tails fucking things up by jumping too late, but a couple special stages where they jack the requirement up to a ridiculous level just because Tails is with you (yellow, green and gray Emeralds if I recall) makes that strategy hard to pull off. Eventually through repetition I just learned to jump early enough with Sonic that Tails would grab the remaining rings and be in the air when the bombs came (though this would result in Sonic cutting it close to hitting the bombs when landing).
The worst though, is when you accidentally wound up with Tails in front of Sonic. Then you pretty much had to have Jedi reflexes to make sure neither of you hit the bombs because you were jumping before the character in front of you was.
