i'm sorry, x3 there're 3 more pics made by the same artist and one of the guys had blue nail polish, i just tag it so people would find the other 3 easily, but then i realiced in this one noones had the blue nail polish, :S my bad!! i re-tag now.

The translation is fine. The polite volitional form is often used in the way the English world uses the imperative+"please." So it's like "Please keep the toilets clean." Or, more literally, "Please use the toilets cleanly."
