After Nue: Tokiko, Akyuu, the three Fairies, the Watatsuki sisters, Renko Usami and Maribel Han/Hearn. the last three ones don't look anything familiar.

Looks like they're ordered by game appearance, hence Cirno is not the 9th character met in play. The 3 digit prefix is the game they're in, EoSD=060 and the B stands for book, the 2 digit suffix is level they appear in and the second digit is the appearance like the Aki sisters are -10 and -11. Kinda neat structure.

I think the last three, marked with 123 as numbers, (12.3) are supposed to be the three things the story mode characters imagined, the first being Daidarabotchi, the next being a robot and the last being Taisui Xingjun, also one character is missing, the other Reisen.

Fear not, do the math. If the EoSD is the game 6, Cirno's stage is two and she's the second boss here, in case, value 1, no 0, 6+2+1=9. Happy?

I think the robot might be VIVIT from Seihou Project, the games ZUN worked on between the PC-98 and Windows games. Shuusou Gyoku, Kioh Gyoku, Banshiryuu and Samidare. She can be a playable character or a boss. I think she's only mentioned in TH12.3, not sure since I haven't played them yet.
