I get it! Part of the reason the artist of this image depicted [OMS-90R's frame resembling an IBO Gundam Frame] here is because the U.C.'s "Mars Zeon Independence Army" and its intent are most similar to Tekkadan.

Yes, imagine if the two timelines crossed, and either this specific F90 unit's armor/system came into the possession of Orga Itsuka [or Norba Shino, maybe?] instead of Bosch Weller, or perhaps Tekkadan straight-up allies itself with Mars Zeon.
