Her arms turn into wings when she flies and they have tail-feathers if I remember right. So half-bird is the best way to describe the Rito people.

Yes, the Ritos evolved from the Zora.And if you look at official artwork, Medli has no feathers.Apparently, they only grow when she flies or something.

The Zoras were freshwater-dwellers. Maybe as the saltwater oceans rose, they were forced to move into the mountains, and then evolved from there.
